Key Tasks and Deliverables:

As a Commercial Manager, you will deliver procurements and contract management activities to achieve commercial outcomes across the business. Working within a fast-paced environment, you will bring excellent communication and organisational skills to ensure contracts are working effectively and stakeholder relationships are managed appropriately.

Key Responsibilities

  • Leading end to end sourcing activity including pre-procurement activity, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting)
  • Leading contract implementation and management activity, working closely with stakeholders to deliver mobilisation, performance management, contract variation, negotiation and exit activity
  • Strategy development at contract level, using business acumen and market insight to drive commercial opportunities to deliver continuous improvement, value for money and/or savings
  • Embedding Cabinet Office’s Supplier Relationship Management (SRM) approach at contract level
  • Analysing market, spend and performance data and presenting this to support commercial activity and reporting requirements
  • Leading on collaborative commercial opportunities, working with other government departments
  • Leading conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Commercial Manager where appropriate
  • Supporting the Senior Commercial Manager and leading on activities which support the development of category management procedures, tools and ways of working
  • Managing communication or escalation of issues from customers, predominantly in HQ or prisons
  • Ensuring compliance with governance, legislative and policy requirements as appropriate

Experience Required:


  • Experience creating and delivering sourcing exercised end to end. Management and delivery of procurement materials (e.g. procurement strategies) with a solid understanding of procurement processes
  • The ability to successfully influence senior internal and external stakeholder
  • The ability to drive improved outcomes by influencing and developing the market
  • The ability to use your judgement to take a considered approach to situations and tasks
  • Experience of seeking out and analysing information based on the best available evidence
  • With excellent communication skills you will be a team player who leads by example


  • Working knowledge of Procurement Systems, e.g. Oracle and/or Bravo
  • Application of public sector procurement legislation in a central government setting

Qualifications Required:

  • Member of a relevant professional body, e.g. CIPS, IACCM; RICS, CIBSE, BIFM
  • Relevant degree, such as in surveying, engineering, law, finance or MBA;
