Key Tasks and Deliverables:

Development and publication of a bulk data Intranet Page to provide MoD with a single point of reference for all bulk data policy and guidance.

Co-ordination, assessment and reporting of TLB Personal Bulk Data Returns.

Co-ordination, assessment and reporting of TLB Critical Bulk Data Returns.

Implementation of independent Bulk Data assessment verification audits to provide confidence in TLB reporting and to ensure that an accurate Bulk Data risk picture is captured

Integration of Bulk Data Assessments into the Defence Assurance Risk Tool (DART)

Integration of Bulk Data Requirements into the MoD Cloud Strategy as it evolves and develops.

Development and Publication of enhanced Bulk Data Measures to provide direction to MoD on additional controls that should be implemented over and above the 15 NCSC measures, where the nature of the Bulk Data system (and the impact of its compromise) requires it.

Co-ordination of annual renewal of Oracle Security Suite Support

Raise awareness of bulk data requirements both internally and externally to DAIS and to encourage use of the Oracle Security Suite where appropriate.

Develop appropriate Management Information and Key Performance Indicators to enable the measurement of bulk data compliance across MoD.

Integration of bulk data requirements into JSP 440 and JSP 604.

Bulk Data input into Annual Security Reports.

Planning and controlling finances, preparing and maintaining an overall schedule for resource use, conflicting demands, enabling the efficient realisation of benefits. Identification and/or development of frameworks and methodologies to ensure management of projects will be comprehensive and consistent.

Experience Required:

Gathering independent evidence the information from projects is valid and that projects are likely to achieve their aims. Recommending how finance and resources should be allocated amongst change initiatives to optimise the organisation’s return on investment. Good experience of managing complex projects as project manager and in delivering successful outcomes. May have experience of being in a specialist role within a high complexity project.

MoD Acquisition Lifecycles: CADMID/CADMIT, MoD Approval and Scrutiny Process – ‘AOF’, Cabinet Office and Treasury Approvals. Experience and Knowledge of EPM (Enterprise Project Management), Active Risk Management, Defence Risk Tool.
