Key Tasks and Deliverables:
The Head of Operational Transformation Delivery Programme will lead the delivery of the transformational changes required to modernise delivery of Official Controls in meat, milk and wine as part of RoF Programme. They will also continue to be responsible for contributing to the development of the commercial strategy and contracts management arrangements needed to support FSA delivery of Official Controls from 2020 onwards.
As Operational Transformation lead the post holder will develop a single, coherent, Transformation Operational Delivery Plan, which includes those activities agreed to successfully deliver the changes required for implementation of the outcomes from the RoF strategic review of official controls and the cutting plant and cold store review. The plan will also be accompanied by an agreed change delivery approach, which reflects FSA change management principles and secures buy-in to the changes from senior stakeholders and front-line staff.
This is a fast-moving, constantly evolving role that will require a self-motivated individual to lead a team through uncertainty, engaging internal and external stakeholders to deliver complex change.
The post holder will:
Working with FSA commercial services agree approach to re-competing the veterinary services contract and lead the work to re-let the contract to ensure smooth transition for the start if the new contract in April 2020
- Agree the implementation approach and plan for the successful delivery of operational transformation changes to the operating model for delivery of official controls in meat, wine and milk, working with Business Development Unit, securing the support of internal and external stakeholders and providing assurance to governance bodies that progress is on track
- Monitor progress, making recommendations for adjustments as necessary, providing the Senior Responsible Owner with assurance that the change initiative is on track to deliver its agreed benefits.
- Identify and manage risks and issues threatening delivery of the change activities or desired benefits.
